You shouldn’t. Granule fertilizers should be put down when the grass is dry because they will fall through the grass and land on soil, or at least the dead undergrowth. If you put down a granule fertilizer when it it wet out the granules will stick to the grass and “burn” it.
Now, there are some exceptions. If you live someplace like the Northwest United States, where its always raining, you can apply fertilizer when the grass is wet, but you need to make sure it gets washed in. So if you’re expecting rain for several days straight, then in that case, it should be fine. Alternatively, you could water heavily after putting the fertilizer down.

Other alternatives are using liquid organic fertilizers such as fish emulsion, or just spreading compost in your yard, which I am a big advocate for.
