I personally would be very happy on receiving flowers. I could think of two reasons for this -
1. I love flowers.
2. I've never received flowers in a romantic way.
I'd actually be more surprised than happy but that's a good thing because that'd make the girl unpredictable and sort of mysterious. That might make the relationship more exciting and adventurous.
UPDATE: Finally I did receive flowers from a beautiful lady who's now my girlfriend. And it felt even better than described above.
