Great question! David, in the prior post, has stated great suggestions. Here are some additional thoughts:
Define your goal. Are you building a permaculture garden (pg) in a rural area, or urban environment? Is the goal to transform the land, grow food, or something else? What is your timeframe? That may determine the size/age of trees you plant.
Observe. This takes time and you should really understand how the seasons and microclimate work in your intended area. Which areas get full sun/partial/shade? How does water flow?
Visit other gardens in your area. Are there other pg’s in your area? What do they typically grow there?
Read and follow blogs. Some of the continuing education will be about permaculture. Others will be on specific gardening topics depending on your skill/knowledge set. That can include learning about orchards, pruning, integrated pest management, and composting). There are some permaculture concepts that you need to understand, sustainability and stacking are two of them. Some of my current favorites sites and books include:
Permaculture Design (I might start with this book)
Learn about your hardscaping and water resources. Where is your water coming from and where does it flow? What are your hardscaping elements? This can include fences, retainer walls, ponds, large boulders, greenhouses, space for composting, space for sitting, art, lighting, etc.
Start with big ticket items first—quality of soil and trees. Then add the smaller elements. The Master Gardener in me wants you to think about how big those trees and bushes eventually will get and plan accordingly. I think holistically. When planting anything, besides the water, sun, and soil requirements, I automatically think about how to attract beneficial insects and pollinators. I think of grouping plants with similar water requirements, and companion planting and guilds.
Learn methods of saving your produce. This can include canning, making jams, pickling, or dehydrating fruit/veggies so it can be enjoyed later in the year.
Growing a pg in an urban environment makes me do some things differently rather than in a large open field. I don’t have the luxury of waiting for nature to correct some imbalances.

Buona fortuna e buon giardinaggio!
