The cell wall of plants is made of cellulose, this is basically the same stuff wood is made from. This allows the plants to made sturdy structures, but it also makes it impossible to have a nervous system as they neurons would also have to possess cellulose walls. Nerves evolved as a means of transmitting information at a very high speed from one point to the other in order to make the animal react to a stimulus, they relay on interfaces called synapses that touch each other (well, not exactly, but to keep it simple) and exchange chemical and electrical signals at very high speed. If you have a cellulose wall you have a few problems:

1. Information would flow slowly

3. The reason for neurons is to give information to the muscles and the brain. If you have no muscles… why do you want high-speed information exchange?
