The then President of Bangladesh, Zia-ur-rahman became very popular within Muslim countries during the time of Iraq and Iran war. He was chief negotiator in peace process. He passed the idea to Saudi authority, of planting neem trees in the valley of Arafat. This tree could survive in the desert with less maintenance. Those trees were imported from Indian Subcontinent and they survived there. This could be the reason why they called it Zia tree.
You may find thousandas of them in the city of Jeddah, Mecca, Medinah and other cities.
