Yes you can. Broccoli sprouts essentially grow from broccoli seeds. You can simply sprout broccoli seeds in a mason jar.

1. Soak seeds in clean water for about 10–12 hours.
2. Drain and rinse and drain.
3. Leave seeds in jar overnight using a mesh mason jar lid or sprouting lid, to allow excess water to drain.
4. Repeat rinse/drain method 2x a day.
5. Day 5–7 (depending on growth of sprouts) the sprouts are ready.

*Since sprouts have the risk growing mold, freeze overnight to be safe. Or another option would be to pour boiling water over sprouts and let rest for 10 minutes. The hot water method also increases sulforaphane which is essentially what you are chasing after for the health benefits of broccoli sprouts.
